Vision
The People and Standards Division is committed to valuing and empowering its people in order to promote excellence in service delivery across the Public Service. Through this integrated approach, the Division places equal emphasis on supporting those responsible for service delivery and on safeguarding the quality of service provided to both internal and external clients.

Mission
The vision of the People and Standards Division is fulfilled through the implementation of the Public Service People Business Strategy in collaboration with line Ministries, which are regarded as strategic partners. Under delegated authority, the Division undertakes the development, implementation, monitoring and regular review of comprehensive Human Resources policies and management systems. Its principal priorities are the continuous enhancement of people’s performance and well-being, while ensuring the delivery of high-quality service.

General description of the categories of documents (including exempt documents)

The main documents available for access and reference relate to working conditions, resourcing, recruitment, industrial relations, employee support programmes and compliance within the Public Service.

Description of all manuals and similar types of documents which contain policies, principles, rules or guidelines in accordance to which decisions or recommendations are made in respect of members of the public

The Public Service Management Code (PSMC), is a code which regulates the behaviour of public officers. The PSMC is complemented by a number of Manuals. A list of the Manuals may be found below:

  • Manual on Resourcing, Policies and Procedures;
  • Manual Regarding Headships;
  • Manual on the Procedure and Computation of Salaries;
  • Manual of Allowances;
  • Manual on Special Leaves;
  • Manual on Work Life Balance Measures;
  • Manual on the Procedure of the Medical Board

The PSMC aims to regulate the management of Human Resources as well as the rights and duties of its public officers.
